Phil Lomax
Associate Vice President
Phil Lomax is an Associate Vice President and Regional Practice Head of Kroll Security Group in Asia. He is qualified in four disciplines of engineering and is a Certified Security Professional.
Mr. Lomax is responsible for providing security services within Kroll Security Group, which includes threat, risk and vulnerability assessments as well as crisis management advice, and physical security, to a wide variety of local and multinational companies throughout Asia.
Mr. Lomax has more than 20 years of experience in the security industry, predominantly working on the development of security solutions for high-risk environments and critical infrastructures. For the last twelve years, Mr. Lomax has been working internationally, developing and implementing both technology and manpower driven solutions. He has extensive experience having operated throughout Europe, Middle East & Asia as well as the United States.
Mr. Lomax’s clients include major corporations, government agencies, utilities and the private sector. He is particularly adept at working on the larger, more complex projects for high-risk environments.
Mr. Lomax’s experience includes conducting threat, risk and vulnerability assessments, evaluating existing security programs and procedures and the development of technical security solutions and security master plans. In addition, his security experience also includes a range of additional and often complimentary security fields such as: guard force procurement & training, production of crisis control & emergency evacuation plans and development of security policy and procedures manuals.
Mr. Lomax is considered a seasoned security professional with the technical qualifications to back up his operational capabilities and a wealth of experience in the energy industry. Within the power generating and distribution, oil and gas industry he has carried out threat and risk profiling for a number of generating and transmission companies. He has also conducted in-depth end-to-end risk analysis for a start-up LNG operation in Asia. This work included political, operational and security risk assessments for port operations, sea transportation security risk assessments and risk data analysis as well as producing credible threat scenarios for LNG and LPG operations.
Contracted by the Aviation Fuel Supply Company (AFSC), considered critical to Hong Kong, Mr. Lomax was responsible for assessing the facility for ISPS certification and subsequently wrote the security plan. AFSC received ISPS certification at the first submission.
