Kroll Security Group (KSG) has worked with the International Monetary Fund (IMF) on a number of significant projects, including the upgrade of security systems at its primary headquarters building in Washington, DC and the development of security design criteria and systems for a subsequent expansion to the existing building.  The building and expansion now comprise 1.7 million GSF in total.

In 2000, KSG was contracted to perform full consulting and design services for a new building being constructed to house IMF staff, training facilities and conference functions.

The new facility, defined as HQ2, will have approximately 650,000 GSF and a four level below grade parking area.  The facility is considered high profile due to its occupancy, location, and address on Pennsylvania Avenue, just several blocks from the White House.

KSG completed a vulnerability risk assessment for the facility and presented a number of recommendations to mitigate perceived threats.  We were then responsible for all aspects of detailed design of the security systems and providing construction documentation, bid award, construction administration and post-construction services.

Implementing stringent security measures in this type of facility, while maintaining appropriate pedestrian and vehicular access control and screening capabilities, presented a number of challenges.

The placement of bollards and the design of system control measures required a great deal of analysis.  It was extremely important that the process and solution be effective but not perceived as being a major impediment to the staff and visitors to the facility.

KSG designed effective solutions to include the correct quantity and placement of equipment at various locations including the dock, garage entrance and lobby areas.  Equipment consisted of x-ray, magnetometer, card reader controlled turnstiles and automated bollards at vulnerable areas.  Special designs were developed to accommodate high volumes of people entering the facility during major conferences.
