Kroll Security Group was retained by Commonwealth Edison (ComEd) to provide security assessment and security consulting services.  The primary objective of the ComEd engagement included an assessment, and implementing a plan and budget for enhancing the exiting security systems.

The second phase included budget confirmation, detailed design, bid award assistance and construction management for the replacement of security systems at forty plus locations.  Additionally, the system designs and new Central Security Monitoring Facility (CSMF) served as the basis for all future security and alarm monitoring at ComEd locations.

A project of this magnitude required in depth research and analysis in order to accurately identify and define all of the elements, processes, and timeframes that would have an operational impact on the implementation process, as well as the assessment of facilities to determine the scope and impact of converting the existing security systems to adequately meet the needs of the proposed networked security operation within the subsequent design.

Scope of Services

  • Review documentation including: architectural drawings, as built documentation, policy and procedure manuals and incident reports
  • Review the operational condition of all existing security, access control and CCTV head-end equipment and evaluate the systems abilities to meet current and long-term needs
  • Develop and prepare a written report addressing all issues, findings and recommendations, to serve as a master plan for security enhancements.  The plan addressed the following issues:
  1. Access Control
  2. Perimeter and Site Security
  3. Interior Security
  4. Parking Garage/Lot Security
  5. Loading Dock Security
  6. Security Orders and Policies
  7. Electronic Security Systems
  8. Security Staffing
